Same problem here, just connected the LG 27UP850-W with the same problem and using so far the same workaround, replugging the USB-C. It would be good to know if the 32UN880 users are having the same issue.
The monitor connected via HDMI takes over and work. Turning off the monitor with the HDMI cable inserted to the laptop will NOT activate the other monitor with the VGA connection. Once the HDMI cable is removed from the laptop, the monitor with VGA connection works.
When plugged into the PC, it shows no recognition and no power is delivered to the USB-A ports from the monitor, let alone data transfer. LG have put out a YouTube video explaining how to use the USB Hub built into their monitors, but it would seem it doesn’t apply to the Ultragear line as the monitor’s built setting options are not the same.

The LG 24" will charge the MBP 16" as long as the processor usage is low and the machine is in clamshell mode. With significant power usage (high processor use, screen open), the battery will drain.
